Summary

On Tuesday, January 12, 2016 the Health Care Learning & Action Network (LAN) released the final Alternative Payment Model (APM) Framework White Paper. In this recorded webinar, Sam Nussbaum, Chair of the APM Framework and Progress Tracking Work Group, and LAN Guiding Committee Co-Chair, Mark McClellan, present the White Paper and also highlight important case studies submitted by organizations participating in value-based APMs that qualify under the APM Framework. These case studies are available in the Addendum to the APM Framework White Paper.

During the webinar, the panel addresses questions and comments on a diverse range of APM topics. These include discussions of whether best modeling practices exist to observe the impacts of moving from a fee-for-service model to a value-based payment model, and whether a specific number of patients are needed to qualify a health care organization’s participation in an Accountable Care Organization.

Mark B. McClellan, MD, PhD, serves as Co-chair of the Health Care Payment Learning & Action Network’s Guiding Committee. He is Robert Margolis Professor of Business, Medicine, and Policy at Duke University and the Director of the Duke Margolis Center for Health Policy. Previously he was a senior fellow and Director of the Health Care Innovation and Value Initiatives at the Brookings Institution. A doctor and economist, he also has a distinguished record in public service and in academic research. Dr. McClellan is a former administrator of the Centers for Medicare & Medicaid Services (CMS) and a former commissioner of the U.S. Food and Drug Administration (FDA) where he developed and implemented major reforms in health policy. He is also a former professor of economics with tenure at Stanford University.
