Following the kickoff meeting for the Health Care Payment Learning & Action Network (LAN) held on Monday, May 25, 2015, CAMH established a Guiding Committee (GC) to provide executive leadership for achieving the LAN’s goals. The GC held its first meeting on Wednesday, May 27, during which it identified priorities for the LAN. On Wednesday, June 10, all LAN participants are invited to hear from the GC co-chairs about next steps. The GC will report on its initial priorities, as well as on strategies that are being planned for LAN participants to engage with each other. The webinar will also feature a presentation by Dr. Dana Gelb Safran of Blue Cross Blue Shield of Massachusetts (BCBSMA) and Dr. Barbara Spivak from Mount Auburn Cambridge Independent Practice Association (MACIPA), discussing their lessons learned in implementing an alternative payment model.

Event Recap

On Wednesday, June 10, 2015 the LAN hosted a webinar that presented the Guiding Committee’s recommended focus areas in response to a question posed during the LAN’s kickoff meeting on Monday, May 27, 2015. Dr. Dana Gelb Safran of Blue Cross Blue Shield of Massachusetts (BCBSMA) described BCBSMA’s alternative quality contract (AQC) and payment reform mechanisms, which involve expanding payment reform to include preferred provider organizations. Dr. Barbara Spivak from Mount Auburn Cambridge Independent Practice Association (MACIPA), an independent physician association (IPA) and the first organization to accept BCBSMA’s AQC, described MACIPA’s payment structures that focus primarily on quality, improvement, and effort versus cost or utilization. The panel addressed audience questions and comments about services and resources granted to providers under AQCs, whether AQCs are geared more towards individual physicians or accountable care organizations (ACOs), and the impact that payment reform has had on physician recruitment and retention thus far.

Mark B. McClellan, MD, PhD, serves as Co-chair of the Health Care Payment Learning & Action Network’s Guiding Committee. He is Robert Margolis Professor of Business, Medicine, and Policy at Duke University and the Director of the Duke Margolis Center for Health Policy. Previously he was a senior fellow and Director of the Health Care Innovation and Value Initiatives at the Brookings Institution. A doctor and economist, he also has a distinguished record in public service and in academic research. Dr. McClellan is a former administrator of the Centers for Medicare & Medicaid Services (CMS) and a former commissioner of the U.S. Food and Drug Administration (FDA) where he developed and implemented major reforms in health policy. He is also a former professor of economics with tenure at Stanford University.
