Objectives for the Meeting

  • Gain strong direction on which new opportunities the LAN should pursue during Year 2, and how to balance these with the expansion of existing work​
  • Explore synergies between the LAN and the CMS SIM work​
  • Gather feedback and invite strategic guidance on LAN work products (Elective Hip and Knee Replacement; Financial Benchmarking; and Patient Attribution) and work being kicked off (Maternity and Cardiac Care Bundles; Data Sharing; and Performance Measurement) ​
  • Provide informational update on the APM adoption measurement effort, including the establishment of a new LAN Payer Collaborative​
  • Provide informational update on the work of the Purchaser Affinity Group (PAG) and the Consumer and Patient Affinity Group (CPAG)

Summary

On January 29, 2016 the Guiding Committee (GC) of the Health Care Payment Learning & Action Network (LAN) held its quarterly meeting to discuss new opportunities in which the LAN may pursue during its second year of operation, explore synergies between the LAN and the CMS State Innovation Models (SIM), and gather feedback and strategic guidance on LAN work products and materials produced by the various Work Groups. Sam Nussbaum, Chair of the Alternative Payment Model Framework and Progress Tracking (APM FPT) Work Group, welcomed and suggested ways in which GC members can help promote the APM Framework White Paper, and also discussed the vision, charge, and engagement plans of the Payer Collaborative. Dana Gelb Safran and Glenn D. Steele (Population-Based Payment Work Group Co-chairs), Lewis Sandy (Clinical-Episode Payment Work Group Chair), Debra Ness (Consumer and Patient Affinity Group Co-chair), and Dorothy Teeter and Sally Welborn (Purchaser Affinity Group Co-chairs) also provided overviews of their groups’ individual purposes, engagement plans, and next steps. Guest speaker Stephen Cha, Director of the State Innovations Group at the Center for Medicare & Medicaid Innovation (CMMI), provided an overview of the State Innovation Models (SIM) Initiative, and also described its goal of achieving alignment between the LAN and SIM Initiative. The members were encouraged to propose and lead sessions during the upcoming Spring 2016 LAN Summit.

To achieve the goal of better care, smarter spending, and healthier people, the U.S. health care system must substantially reform its payment structure to incentivize quality, health outcomes, and value over volume. The Health Care Payment Learning and Action Network (LAN) was established as a collaborative network of public and private stakeholders, including health plans, providers, patients, employers, consumers, states, federal agencies, and other partners within the health care community.
