Summary

The Consumer and Patient Affinity Group (CPAG) Leadership Committee met on November 23, 2015 to provide comments on the APM Framework Draft White Paper and other work products of the Population-Based Payment (PBP) Work Group and Clinical Episodes Payment (CEP) Work Group. The CPAG provides a venue for consumer and patient groups to offer their perspectives on alternative payment models (APMs). During the meeting, the panel finalized the CPAG Purpose Statement and determined the next priorities for the CPAG Leadership Committee. The CPAG members posed several questions about the process and timing for submitting White Paper comments, and Andrew Sperling from the PBP Work Group, and Carol Sakala from the CEP Work Group, provided updates on their Work Groups’ activities.

To achieve the goal of better care, smarter spending, and healthier people, the U.S. health care system must substantially reform its payment structure to incentivize quality, health outcomes, and value over volume. The Health Care Payment Learning and Action Network (LAN) was established as a collaborative network of public and private stakeholders, including health plans, providers, patients, employers, consumers, states, federal agencies, and other partners within the health care community.
