During the October 22, 2015 meeting of the Health Care Payment Learning and Action Network (LAN) Alternative Payment Model (APM) Framework and Progress Tracking (FPT) Work Group (WG), the members reviewed scope recommendations from the October 5, 2015 WG meeting presentation that focused on the major trade-offs associated with quality measurement. The meeting participants discussed data reporting challenges faced by the healthcare community, including what constitutes as a proper data source and the ideal amount of data needed at the national and state level to effectively measure quality. The members also discussed comments to date on the APM White Paper Work Group, noting that specific interest lies in the feedback concerning category definitions, the boundaries that differentiate one category from another, and any additional examples and case studies that could help illustrate each category in the APM Framework.

To achieve the goal of better care, smarter spending, and healthier people, the U.S. health care system must substantially reform its payment structure to incentivize quality, health outcomes, and value over volume. The Health Care Payment Learning and Action Network (LAN) was established as a collaborative network of public and private stakeholders, including health plans, providers, patients, employers, consumers, states, federal agencies, and other partners within the health care community.
